Lowes Home Improvement Rebates are a bait and switch Elk Grove California

I bought Lowe's own American Tradition paint, responding to its $5/can rebate.
But, even though I followed all of the nitpicky rules for redeeming the rebate, the company has no record of my submission (totalling about $40), and I have no copies of receipts and UPC symbols to base a complaint upon (I've learned my lesson).
But since the paint was Lowe's own brand, why didn't the store offer an instant rebate, saving consumers all of the aggravation of jumping through hoops and hopelessly waiting for their money back if they intended to give them the discount?

American Tradition paint is a brand that is exclusive to Lowes, however it is not Lowes paint. It is manufactured by Valspar. The rebates are manufacturer's rebates. Thus the money comes from the manufacturer through Lowes. There are very few companies that offer instant rebates.
You might ask why don't they just lower the price instead of doing rebates. The point behind rebates is to study the demographics of the market they get the information by having the consumer fill out the rebate form. For filling out the form the consumer is sent a certain amount of money.
All companies have some problems with processing rebates. Myself, I won't buy something just because there is a rebate on it. I figure if I get the rebate thats a bonus. But the majority of consumers don't think like that.
But if you do send in for rebates make copies of everything first.
