American Express put contact information in their billing. Presumption was that American Express would not recommend a company that was not reputable.
Application made by phone for consolidation of first and second mortgage into one first mortgage. My understanding was that if I refused the loan I would pay all fees associated with the application. If the loan was not offered I would only pay appraisal fee of $250. Closing costs for completed load was $720.00.
Loan was declined by mortgage company in September. They charged my credit card $720 in September which I disputed. Many phone calls to morgage company not returned. American Express contacted mortgage company who sent letter saying I owed $250.
American Express sends December bill with the $720 charge reinstated. I leave messages author of letter provided to American Express: Rachel Smith, Feedback Management Team, Office of the President; as well as Matthew Mcmullin loan councilor. On January 7th I get through to Rachel Smith who conferences Matthew Mcmullin and I am told that I will be reimbursed everything over $425. Yes indeed check will be sent in next mail.
Now is January 22nd, no check, no posting to credit card. Successfully reached Matthew Mcmullin today who says that something has gone wrong with how request was filed and he is making a new request for refund by check of everything over $425.
This is not an actual mortgage company turns out to be a telemarketing business.

You are due your fees back

As someone in the industry, I do believe you are due at least your fees back less appraisal cost. You are still entitled to a copy of your appraisal regardless of what anyone tells you, but likely don't get it reassigned without a major hassle...and they don't have to if they don't want to...but a reputable company would reassign it.
Check your state laws carefully, most state and federal regulations require the return of all fees should the loan not be processed. They may give you some BS about covering costs, but that's built in to what they charge other borrowers who actually complete loans. Cancelled loans are just part of doing business. You still lose the appraisal fee...but get your copy...it's yours unless THEY paid the appraisal fee themselves.
Get yourself an attorney and sue for punitive damages along with compensatory damages, and by all means complain to the banking commission.
NEVER NEVER NEVER again send money in advance....only an appraisal should be out-of-pocket. Again, reputable companies WILL NOT ask you for money up front.
