 International Harbor Foundation claims to be founded by former military personnel. From this basis they ask for donations to run their projects. The foundation CEO, Max William Chip Bayless, claims to be one of the former military veterans. Research has proven this to be false. He was never a member of the military. He is fraudulently raising money based on a fake military history.
