You are supposed to maintain your own house...

If you have owned this house since 1989, then you are the one that is supposed to maintain the house. Jim Walters is a builder. Did they finance your home for you too? What makes you think that they are the one's that are to maintain your home?
 
Even if you have a home warranty from the builder they are generally for structural items only and are limited to a maximum of 10 years. What does your warranty paperwork say? What did your purchase contract say regarding maintenance?

The builder and the lender do not maintain homes. It is up to the owner to maintain the home. If you have been letting it go this long (since 1989) you probably have quite a bit to catch up on now since you are supposed to do the maintenance regularly.
