In this case they were representing my Credit Card company regarding a $59 minimum payment on a credit card due 4/15/11.
At the time of my initial interaction with NCO the account was 10 days past due. On 4/25/11, I voluntarily called my Credit Card company to make the $59 payment in full and became entangled with NCO Financial's Philippines Call Center.
It took numerous calls on 4/25/11 to finally reach my Credit Card company's Collections Department directly, make payment via E-check, and resolve the matter with my Credit Card company. My Credit Card company even reversed, as a courtesy, their $39 late fee.
On 4/27/11, around 9 am, two days after payment to my Credit Card company was made, NCO called a Third Party Phishing for information about me. They contacted a Non Blood Relative who lives 30 miles away. NCO called their unlisted number. They gave NCO no information about me, told them they did not know me, that this was their unlisted number and to stop calling them.. NCO told them to expect further calls. NCO's name and their phone number were captured on Caller
ID.
My Non Blood Relative left me a voice mail message later that day notifying me about NCO's phone call. I then contacted NCO after 7 pm on 4/27/11 and was routed to NCO's Philippines Call Center eventually speaking to a Jimmy Santos, Manager.
Santos acknowledged that NCO had used a Skip-Trace to contact a Third Party in a Phishing attempt on 4/27/11. Santos acknowledged that NCO had a record of my 4/25/11 $59 payment to my Credit Card company in their system since 4/26/11. Santos acknowledged that NCO had a record of the 4/25/11 $39 late fee refund from my Credit Card company in their system since 4/26/11.
Santos offered a lame excuse as to why my up-to-date credit card account was still with them in a collection mode. He claimed my Credit Card company did not have a current phone contact number (not true as later verified with my Credit Card company) and that my account was $7 over the credit limit (not an issue or concern as later verified with my Credit Card company).
Am I angry at these predatory tactics? You bet!
Filed a complaint with the FTC, my State Attorney General, my State Department of Consumer Protection.
This is what anybody wrongly harrassed by NCO or any other Debt Collector should do.
Google NCO Financial -- nothing but complaints of abuse and examples of Federal and State law violations by NCO.
They are the lowest of low lifes

People in glasshouses shouldn't throw stones.
You volunteered that you are a repeat deadbeat and repeat credit card defaulter.
You would be wise to get a job and a life so you can pay your obligations instead of repeatedly defaulting and stiffing creditors (unless your plan in life is to deliberately rip off creditors by gaming the system).
If you do have a job it must be as a PR spokesperson for NCO and the Collections Industry as you get involved in too many online complaints knocking the complainant and supporting the defendant.
I don't give a d**n what got you going regarding the contents of my complaint, what you think of my complaint (or me) or your opinions. To me you are nothing more than a nuisance sitting behind the anonymity of a computer with delusions of grandeur and omnipotence.
My complaint was filed to inform the world about predatory and illegal collection practices NOT TO MEET YOUR APPROVAL.
The FTC and my State Consumer Protection Board agree with me NOT with you.

Really the only part of your post that really got me going was the reference to the "non- blood relative"
What is the significance of that statement??

FYI...NCO Financial, or any other debt collector can contact any third party, legally to contact you or establish your whereabouts.
There is no provision in any collection law that differentiates between "blood relatives" or "non-blood relatives". It's all the same.
In many states a collector, or even the original creditor cannot even discuss your account with your spouse!
My advice to you is to read the FDCPA so you understand collections laws, and also to change your credit card company as they are the ones who are to blame here as they turned your account over to NCO!
And, I stand by my statement that you must have had an ongoing pattern of delinquency to be turned over to a third party debt collector. I have never seen any bank turn over an account to third party collections that was only 10 days late. Never.

I did not receive any calls from NCO Financial.
A Third Party, a Non Blood Relative, to differentiate from a Blood Relative, received a 9 am call from NCO 2 days AFTER I voluntarily made payment to my credit card company. NCO was Phishing for information in violation of State and/or Federal Law.
Please re-read the initial Complaint Report which explains how my involvement with NCO Financial began.

Do you have the option to reject the call. If you do use it. Your phone company can give you more imformation on it. From what I understand you dial some # infront of the # and it blocks thier # from calling yours .
If 1 of those agencies kept calling me like that I would block thier # from calling mine including the other #s they have also . Good luck to you and I hope things work out for you.
I for got to mention call your credit card and cancell the payment to this agency and have this card cancelled and a new 1 with new#s will be issued to you. This could also be someone trying to scam you. Never give account#s to a collection agency especially a scammer.

Yes, Creditors pay a Fee to collection agencies to recover debts.
Why did my credit card company turn over my 10 day past due account to NCO? Even they couldn't give me a rational answer to that question.
And it was I who called my credit card company to pay the past due WITHOUT ANY KNOWLEDGE that NCO was involved as NCO had not contacted me.
The credit card company was paid directly by me. NCO was cut out of the equation.
It was NCO that contacted a Third Party phishing for information about me 2 days after payment was made directly to their client.

If this is a true statement then it was 10 days past the date you agreed to pay on or catch-up on an already delinquent account. Credit card issuers pay recovery companies a significant percentage of the funds they recover and would not be prepared to pay that on an account that is only 10 days past due.
You told Steve to "BUTT OUT!" Hey, you chose to post the complaint so now you can eat the replies. Happy dining and please pay with cash on your way out.

If you haven't already, you need to read what Bud Hibbs has to say about companies like NCO. They are scam collectors and particularly prey on military people. Get Hibbs at Bud Hibbs.com. He has over 300 in a list of companies like NCO.
Also do what I did, get caller ID and just don't answer your phone if the number isn't recognized.

You are dealing in speculation and innuendo and don't know the facts. BUTT OUT! You have contributed nothing to my complaint against NCO Financial but unsubstantiated speculation and opinion without having any first hand knowledge of the situation.
Of course, if you are an NCO Financial PR Rep that would explain your actions You are treading on thin ice regarding libel and slander by claiming in a public forum, without any documentation or basis in fact that I'm an "habitual delinquent account" with " a history of missed payment". You could not be further from the truth.
I've deliberately hidden the ID of the nationally know Bank, the ID of my Non-Blood Relative, my ID because I don't wish myself or the Bank or my Non-Blood relative to be ID'd. Privacy is my Right.
Truth is stranger than fiction. And my complaint is the truth.
Disagree with my complaint and the facts? Ignore them and move on

Even though I personally despise NCO financial, I have to say there is much more to the story here.I have never seen any credit card company send an account out to third party collections that was just 10 days late.Also suspicious here is that the name of the bank that issued the credit card is not listed here.
I have defaulted on dozens of credit cards at the same time and am thoroughly familiar with collections tactics.Most banks don't even put you in collections until you are one full billing cycle late.Most banks do not turn over credit cards to third party collectors until thier in house collections have failed and the account is deemed uncollectable. And, what's with the "blood relative" reference??
Makes no difference whether anyone is a blood relative or not. Totally irrelevent.Third party disclosure laws prevent a collector from communicating with anyone not listed on the account, or a person designated in writing to act on the account.
There is much more to the story here. Guaranteed.
Your story just doesn't add up.Your account must be tagged as a habitual delinquent account. A history of missed payments.
