Not Trickery BUT UN-Informative Account Exec.

I had the same exact issue happen to me at a neighboring location. Chase on Azusa/Colima in Hacienda Heights,CA.
I had just been hired at a new job and was told that they will be doing Direct Deposit for my payroll. Knowing that I owed $400+ to Washington Mutual I brought along enough cash with me to open a checking account and enough to pay for my past remaining balance.
After I applied to open the checking account. My records showed that I was in some kind of bad credit system and had a remaining balance from WM (didn't show how much) and that I would only be able to open a Chase Access Checking Account ( $10 monthly fee and no direct transfer, no checks, no bill pay, etc...NONE OF THAT!) Basically an account where you can deposit and withdraw money, that's it.
Anyways, I asked Ying Hoang how much exactly I owed so that I could pay it off and she told me that in the Chase system she cannot find out how much I owed to WM exactly (So I couldn't pay it today) and that I shouldnt worry about it and just open the account. She then wandered off onto a different topic(sales pitch) and pressured that I should open the account today . Due to the fact that it was nearing the end of the month and I had to submit a bank to my employer, I opened the account.
One month later I had a remaining balance of $80 in the account which I was about to use but decided to check my balance first. And to my surprise, my balance in the account was zero. I immediately called Chase ad asked them why there was no money n my account and they said that they will withdraw money from it until the WM balance is paid off.
So for my next paycheck I withdrew the majority of the money in the account except for a few dollars because since I have not had a job for a year, I'm in alot of debt and I need my paycheck to survive on. Last week when I checked my account I had a -400+ hold on my account. I called Chase and they said that because I owed this money previously they will not remove the hold until it is paid off. I told them that I will pay them $100 monthly until it is settled but they declined and said it is what it is. And they cant override or do anything about it. I told them the situation about the girl that opened my account and that I tried to pay it off the day I opened, but they would not let me. So now this month I am surviving on $200 for the next 2 weeks. Its not like I didn't want to pay it's Ying Hoang that just wanted to gain commission on opening new accounts. Screw Ying and Chase!

How is this tricky? You had an account that you owe money on. Two years later you still owe and are dumb enough to open a new account at the same bank you owe.
How is this the banks fault and how are they tricky?
