Chromabonito Chrome paid with credit card to have bumpers chromed; will not answer phone; have received no bumpers and out money West Covina, California

I went to a street rod run in September in Gas City, Indiana.  A vendor called "Chrome" from California said they would chrome 1955 Buick bumpers for me.  I gave them the cores and paid by credit card. 

The vendor said the first credit card charge did not go through.  I gave them another card to use and that one worked.  When I received my credit card statements for the month I found out I had been charged twice.  The first charge did in fact go through.

I called the vendor and they told me they were a small business but would send the bumpers along with a check for the first charge on my credit card.  Several weeks passed and still no bumpers or check.  I called a second time and was told the bumpers were sent UPS but didnt' get a tracking number.

Since the second call I have received no response to messages left on this company's answering machine.  A friend who lives in California went to West Covina and discovered that there is no business listed at the address on the business card I was given.  They do not exist.
